关于举办第二届海洋渔业监测与管理国际研讨会的通知(第一轮)

科学系统的监测和数据收集是海洋渔业研究的基础,在渔业管理体系中占有重要地位。海洋渔业监测是一项复杂的系统工程,涉及渔业生产和资源动态等多个方面。尽管国内外研究机构在该方面均投入了大量精力,也取得了一定的进展,但在实施有效的渔业监测和数据收集工作方面仍然存在诸多技术和工作挑战。为了进一步传播可持续渔业理念,我们必须更有效地获取和分享关于捕捞行为、种群动态以及渔业科学和管理等领域的知识。目前我国的渔业监测体系尚不完善,渔业监测数据和相关研究成果也未能很好地应用于渔业管理中,导致海洋渔业管理缺乏必要的科学支撑,制约了我国海洋渔业的可持续发展。对于我国这个世界上最大的渔业国家来说,建立一个以科学为基础的、可持续的渔业管理框架尤为紧迫。

2018年,在青岛海洋科学和技术试点国家实验室举行的第一届海洋渔业监测和管理国际讨论会(下文称为第一届研讨会”)首次尝试应对这一挑战。第一届研讨会引起了渔业学界的热烈反响和好评。为了保持这一良好势头,我们希望邀请国内、外渔业科学家、管理人员、专家和利益攸关方共同参加新一届的研讨会。第二届海洋渔业监测与管理国际研讨会将由广东海洋大学、the Marine Fisheries Partnership (MFP) at the University of Maine USA)、南方海洋科学与工程广东省实验室(湛江)、中国水产科学研究院黄海水产研究所、中国海洋大学、海洋科学与技术试点国家实验室(青岛)海洋渔业科学与食物产出过程功能实验室共同主办,广东海洋大学承办。第二届研讨会将成为世界海洋渔业监测和管理最新研究进展的交流平台,进一步促进全球海洋渔业科学研究和管理的合作,并为实现我国可持续渔业和健康海洋生态系统目标提供坚实的科学基础。

第二届海洋渔业监测与管理国际研讨会将于20191130日至123日在广东省湛江市广东海洋大学举行,我们诚邀各界同仁参会,热烈期盼您的加入!

 

1.会议日程及主题

20191130日全天:报到注册;

20191130日下午/晚上:会前研讨会;

研讨会为与会者提供讨论更广泛的感兴趣的研究主题的机会。议题尚未确定,以下是2个备选议题:

1)渔业管理的数据支持(如,渔业管理中的数据共享应用:障碍、挑战和机会);

2)渔业管理相关能力建设(如:培训、教育和同行审查框架)。

2019121日白天:专题报告和研讨,专题包括:

1)渔业监测(如,港口采样、海上采样、渔捞日志、邮件调查和口头调查、利益攸关方访谈、数据分析);

2)鱼类种群和生态系统监测(如,调查设计和优化、数据分析);

3)前沿渔业监测技术分享;

4)数据库和数据共享框架开发;

5)渔业监测方案在管理中的应用;

6)渔业监测和管理方面的国际合作。

2019121日晚上:渔业监测和管理研讨会(限受邀与会者参加);

2019122日上午:专题研讨会(可选),主题包括:

TAC制度相关的数据收集、管理和使用的挑战及建议。

2019122日下午:实地考察(限受邀与会者参加);

2019123日,离会。

与会者均需提交参会报名表及论文摘要。组委会将依据会议主题对摘要进行必要审查,所有接受的摘要将在分发给参会者的摘要册上发表。请注意报名注册截止日期为2019915日,所有摘要请在20191030日前提交。

我们邀请您在本次研讨会上做口头报告或海报展示,内容需与会议主题相契合,但可不限于本通知已经列出的话题。,组委会将审核报告(或海报)的质量,以及内容(主题)的独特性和相关性,并尽快告知您的报告是否入选。海报须在20191115日前提交,组委会代为统一印制(海报需竖直排版,90 cm宽、120 cm高);口头报告的PPT须以中、英文双语制作,并在20191130日前提交。

另外,我们邀请您在2020131日前提交一份与会议主题相关的论文,遴选的论文将在《Aquaculture and Fisheries》期刊的特刊上发表(论文格式请依照《Aquaculture and Fisheries》期刊的投稿要求,请参阅网站http://www.keaipublishing.com/en/journals/aquaculture-and-fisheries)。

The 2nd International Symposium on Marine Fisheries Monitoring and Management

The First Announcement

 

In fisheries science and management today, monitoring and data collection are critical issues. Despite years of progress, many technical and operational challenges remain in implementing effective fishery monitoring and data collection frameworks in fisheries around the world. To further disseminate our vision of sustainable fisheries, we must devote even more effort to the acquisition and sharing of knowledge in fishing behaviors, in stock dynamics, and in many other areas of fishery science and management. For China, the world’s largest fishing nation, developing a science-based, sustainable fisheries management framework is an urgent challenge.

In 2018, the First International Symposium on Marine Fisheries Monitoring and Management (referred to as “the first symposium” below), held at the Pilot National Laboratory of Marine Science and Technology in Qingdao, first attempted to address this challenge. The first symposium generated enthusiastic academic response and approval. To maintain this momentum, we, the organizers, would like to invite Chinese and international fishery scientists, managers, experts and stakeholders back together to the sequel of the first symposium. The Second International Symposium on Marine Fisheries Monitoring and Management will be jointly hosted by the Guangdong Ocean University, the Marine Fisheries Partnership (MFP) at the University of Maine, the Guangdong Provincial Laboratory of Marine Science and Engineering in Southern China (Zhanjiang), the Yellow Sea Fisheries Research Institute, the Ocean University of China, and the Function Laboratory for Marine Fisheries Science and Food Production Processes, Pilot National Laboratory for Marine Science and Technology (Qingdao). The second symposium will be a platform for the exchange of the latest advancements in fisheries monitoring and management around the world. We hope this symposium will promote further collaborations and researches in science and management in the near future, all with the goal of providing a sound scientific foundation to China’s effort to achieve sustainable fisheries and healthy marine ecosystems in mind.

The Second International Symposium on Fisheries Monitoring and Management will take place from November 30th to December 3rd, 2019 at the Guangdong Ocean University in Zhanjiang, Guangdong Province of China. We welcome you to join us.

November 30, 2019 - Registration (Whole day);

November 30, 2019 - Pre-conference workshops (Afternoon & evening; optional)

These workshops offer attendees additional exposure to topics in which they may be interested.  Topics will be decided, but two alternatives are listed below.

Potential topics:

1)   Data support for fisheries management (e.g., data sharing and applications in fisheries management: barriers, challenges, and opportunities).

2)   Capacity building (e.g., training, education, and peer-review framework).

December 1, 2019 - Symposium (Daytime);

Topics:

1)    Fisheries monitoring (e.g., port-sampling, sea-sampling, logbook, mail and oral survey, stakeholder interviews, data analysis).

2)   Fish population and ecosystem monitoring (e.g., survey design and optimization, data analysis).

3)   New fisheries monitoring technologies.

4)   Developing database and data sharing framework.

5)    Applications of fisheries monitoring programs in management.

6)   International cooperation in fisheries monitoring and management.

December 1, 2019 - Workshop (Evening; invitation only);

December 2, 2019 - Thematic Seminar (Morning; optional);

Topic: Challenges and recommendations related to the collection, management and use of data in the implementation of TACs programs.

December 2, 2019 - Field trip (Afternoon; invitation only).

7. General requirements

All participants are invited to register and submit abstracts. The submitted abstracts will be reviewed for their acceptance by the Organizing Committee. The accepted abstracts will be published in the book of abstracts distributed to all symposium attendants.

We invite you to register for either oral or poster presentations. We encourage presentations related to the conference theme, but not limited to the listed topics. Presentations will be evaluated for inclusion based on likely degree of interest, uniqueness of topic, and their quality.

We also invite you to submit a paper related to the conference theme after the event by January 31, 2020. Selected papers will be published in a special issue of Aquaculture and Fisheries (Preparation of manuscripts for Aquaculture and Fisheries should follow the guidelines provided at http://www.keaipublishing.com/en/journals/aquaculture-and-fisheries).

      Abstracts: must be submitted by October 30, 2019.

      Posters: must be submitted for printing by November 15, 2019 (Posters must be vertically oriented (landscape) and 36 inches wide by 48 inches high).

      Oral Presentations: PowerPoint slides must be prepared in both Chinese and English and submitted by November 30, 2019.

      File Submission: All files must be submitted electronically via email to lizhonglu@gdou.edu.cn and cc to tuna_ps@126.com and su.shu@maine.edu.

      Naming convention: Please name all your files with your Name; Example: lizhonglu_Poster.pdf; lizhonglu_Abstract.doc.

      Acceptable file format: Your abstract must be submitted as a .doc file. Your poster must be submitted as a .pdf file.
